The following rules and regulations were established for your safety, as well as the safety of others. Violations of these rules and regulations will not be tolerated by the Magnolia Rifle and Pistol Club Board of Directors. You, as a member of Magnolia Rifle and Pistol Club, are responsible for your actions and the actions of your family members and guests while on the property owned and leased by Magnolia Rifle and Pistol Club. You, as a member of Magnolia Rifle and Pistol Club, should be aware of your surroundings at all times while on the range and should report violations to a Range Safety Officer (RSO) or Board of Directors member. Members who have their membership revoked, either temporarily or permanently for a violation, will be granted the opportunity to appear before a Magnolia Rifle and Pistol Club Board of Directors meeting to appeal by explaining their actions. When on the range, please remember: your safety and the safety of others is the #1 objective of the Magnolia Rifle and Pistol Club Board of Directors. The #2 objective is continuing to provide, now and for many years to come, a safe and attractive location where members of Magnolia Rifle and Pistol Club can enjoy casual and competitive shooting.
1. RANGE HOURS: Shooting on the range will only be allowed from 7:00 am until sunset, 7 days a week. Exceptions which will disallow the general membership from shooting are State or other Championship matches as listed on the Match Schedule or posted in advance at the range, and workdays. The actual time of “sunset” changes day to day. As darkness approaches and your sights and targets start to become hard to see clearly, that is the time to stop shooting. Shooting by artificial lights (i.e. flashlights and headlights) will not be allowed.
2. MEMBER BADGES: You must wear your member badge in a visible position when you are on the property owned or leased by Magnolia Rifle & Pistol Club. The only exceptions are: you are actively engaging in an organized shooting program or you are at the range at night for work and/or meetings. Do not give (lend) your member badge to another person, unless that person is an adult “family” member who has completed the Range Usage and Safety Course. Only one member badge per application will be issued, unless a written request for a family member badge is received at the address shown above. A family badge will only be issued pending verification the family member is at least 18 years old, and has completed the Range Usage and Safety Course. Replacement cost for a lost badge is $10.00.
3. GATE and COMBINATION: The main entrance gate will remain closed and locked. The only exceptions are: an organized shooting program in progress, workdays, and meetings in which participants are not members for Magnolia Rifle & Pistol Club. If you see the main gate open, you should consider it your responsibility to verify that an organized event or meeting is occurring. If no such event or meeting exists, you should immediately lock the main gate. If you unlock the main gate for a line of vehicles, verify the gate will be locked after the last vehicle passes.
4. SHOOTING WHEN MULTIPLE MEMBERS ARE SHOOTING: When multiple members are shooting on the same range (East-Center-West 50/100-West 25) or adjacent ranges in the case of the East and Center ranges, there will be a DOWNRANGE every 15 minutes occurring on the quarter-hour when necessary. When the “DOWNRANGE” command is called, you should raise your arm to confirm you heard the command and pass the command along, if necessary. If a shooting match is in progress, the match will control the affected ranges and downrange times. You should check with the Match Director before setting up and shooting. All firing will be done from the firing line, unless an organized event requires shooting from in front of the firing line, or shooting from a downrange position does not affect other shooters.
5. SHOOTING DURING A MATCH: Match Directors must have a sign posted on or near the main gate during the period of time a match is being conducted. The sign will state which type of match and which ranges the match affects. When a match is being conducted on the East or Center ranges, members shooting on the West ranges will not go downrange of the 50 yard impact berm, and will not shoot at any steel targets.
6. DURING DOWNRANGE PERIOD: Immediately after the “DOWNRANGE” command, stop shooting, unload your firearm(s) and make the firearm(s) safe (i.e. action open or cased). If necessary, take care of your business downrange within 5 minutes. Example: 5 minutes of downrange and 10 minutes of shooting per quarter-hour. While DOWNRANGE is in progress, do not touch or handle your firearm(s). Magazines or clips detached from the firearm may be handled and loaded.
7. RANGE IS “CLEAR”: When you are sure everyone has returned to the firing line, the command “CLEAR” or “ALL CLEAR” may be given and shooting can resume. You should raise your arm to confirm you heard the command and pass the command along, if necessary. When shooting on the East and Center ranges, you must be aware of someone going far downrange on the Center range, as that person could disappear from your view behind a berm. Special attention is required when members are shooting on the Center range. Firearms may only be loaded on the firing line, with muzzles pointed downrange when the range is clear and safe.
8. TARGET PLACEMENT AND HEIGHT: Target placement and height adjustment will be required as to cause the bullet to impact nothing but the lower half of the berms after the bullet has passed through the target. Targets on the Center range must be no closer than 125 yards, unless placed at the base of the new 50 or 100 meter berms. It is extremely important that you check your target placement and height before shooting at the target. With the exception of shotgun pellets, every bullet fired on the range will terminate on the range property.
9. TARGET STANDS and TARGETS: As a requirement of your membership in Magnolia Rifle & Pistol Club, you must provide your own adequate target stand(s) and targets. Cardboard boxes and wooden pallets are not considered adequate target stands. It is recommended the target stand be tall enough to hold a target 6 feet above the ground. Recommended target stand dimensions are 2 feet wide by 6 feet tall. Recommended targets should be made of paper, cardboard or steel. The shooting of clay birds with a shotgun is allowed only on the East and Center ranges. Glass targets and exploding (flammable) targets will not be allowed. Water filled plastic bottles and jugs or balloons will be allowed only if their placement is safe, and the pieces of plastic are not left on the range.
10. FIREARM, AMMUNITION and CALIBER RESTRICTIONS: The firing of a firearm fully-automatic will not be allowed, unless shooting in an organized event which has been approved by the Magnolia Board of Directors or a Full-Auto Firing Agreement has been completed and approved. Other firearms capable of “full-auto” firing may only be fired in the “semi-auto” mode. Shooting of tracer or flaming ammunition will not be allowed. The following calibers are allowed to be fired: all rimfire, all centerfire up to but excluding the 50 caliber “BMG” round, all blackpowder calibers and any gauge shotgun round.
11. MINOR CHILDREN ALLOWED TO SHOOT: If your minor (under 18 years of age) family members or guests will be shooting, then you will not be allowed to shoot at the same time. All your attention should be directed toward the minor(s) to insure their shooting is safe and enjoyable.
12. MEMBER’S GUESTS: Members are allowed to bring guests to the range. You are requested to bring no more than 3 guests at a time because you will be held responsible for the actions of your guests. You should require your guests to stay in your group and not wander around the range property for safety and identification purposes.
13. CONCEALED FIREARMS: If you or your guests come to the range with a loaded concealed firearm (i.e. on the person or in vehicle) then two important rules apply. 1. The loaded firearm concealed in the vehicle must be unloaded in the vehicle before being transferred to the firing line. 2. Any loaded concealed firearm brought onto range property and fired, must leave range property unloaded.
14. HUNTING-FISHING-WILDLIFE: Hunting and/or fishing is not allowed on the property owned or leased by Magnolia Rifle & Pistol Club. All wildlife on range property should not be harmed or harassed at any time.
15. ALCOHOLIC BEVERAGES: The consumption of alcoholic beverages will not be allowed on range property while any portion of the range is open to shooting. Coming to the range in an intoxicated state will not be allowed.
16. REVISIONS TO THE RULES & REGULATIONS: Any revisions to these Rules and Regulations will be posted at the range. All current revisions will be included with your membership badge. Note the dates listed above.
17. KEEP THE RANGE AND FACILITIES CLEAN: Depose of all trash into one of the trashcans located along the firing line. Fired shell casings do not have to be picked up, however fired shotgun hulls must be picked up and taken home or thrown away. The lounge area and restrooms should be kept clean and orderly. If you see trash on range property, you should consider it your duty to pick up and depose of the trash. If possible, empty trash cans into the dumpster.
